Is it correct to state that a reference line has a constant length unless I lock it to 2 reference planes with a parametric dimension controlling it? How could I best make the length of an angled reference line parametric? Or is this not possible? Thank you, W

Why? I think some people over use reference lines. They are not there to control anything. If you are in a family, then make whatever you are doing parametric rather than making reference lines parametric and locking to those. When you do that, you are just doubling what Revit has to work with.
