I'm trying to underlay a roof plan onto a lower level plan, so I can trace the roof with the pen tool so it shows up as dashed lines in the view. I can see the roof in "level 8", but when I underlay that level into the view, nothing shows up. Why isn't the underlay working? I've found lots of threads about this problem, but no one seems to have found a satisfactory answer. Adjusting the view range does not help. What can I do?

yes. I understand how the underlay function works. When I assign the underlay, nothing shows up.

I'm assigning the underlay to a level where the roof is currently visible. But when I do this, not only do I not see the roof, but I don't see any underlay at all.

I think I figured this out (sort of). The clerestory plan that I'm trying to underlay something into is associated with Level 2. The only level I seem to be able to successfully underlay into it is Level 3 (the level right above it). So I got the underlay to work, for my purposes, but it still seems strange - I seem to remember having more flexibility with the underlay in past projects.

If you have your roof in Level 3 and you want to "trace the roof with the pen tool" in Level 2 then in the level 2 put the underlay to Level 3 and it work...

Yes, that is what I just did. But I have some roofs that don't show up in the Level 3 underlay, and for some reason underlaying any level higher than Level 3 just doesn't work. Anybody else have any ideas?

The underlay only shows what is on that level, regardless of the bottom or view depth. You can show stuff above the level that you are trying to draw on by temporarily raising the top and cut plane above the roofs that you are trying to draw. Alternatively, draw reference planes on the roof edges, which will be visible on the plan that you are trying to draw on.
