I am having a hard time understanding how to control the view in the sheet.
I can not seem to figure out how to rotate a plan view without moving the drawing title with the view. Can anyone give me some guidance here.
As well how does one control the view window size? can it be changed in the sheet view?

When your in the sheet view.
Activate the view you wish to rotate, select the crop region and rotate as required. Whether this works will depend on what build and version of revit you are using. Current build will allow the view to be rotated without the title coming with it.
