I'm trying to create a diagonal railing. I've attached an image to show what I'm trying to get. I'm not sure how to create a rail baluster diagonally. Please help.

Create the whole panel as your baluster, not the separate elements. There is a baluster in the standard Revit library that contains 'Feature cross wire panel' not too far off what you are trying to achieve.

Once I've customized my Baluster, how do I load it into my railing system or into the project? I'm a newbie. I'm not sure how to do that.

If you are in the Baluster Family go to left menu and pick in "load to Project", if you are in the project go to File>Load Family....
