I need an accessible ramp compnent to get people up from grade over a curb. Has anyone built one or know how I might construct one using the ramp command?

Just use the ramp tool. If its a straight forward rectangle use the run command otherwise sketch it out and set the appropriate settings in your ramp properties.
Please note; ramps do not display correctly in plan. I typically use a filled region to represent the ramp in plan and conceal anything below it.
