How do I get 2 baluster pre thread and have both connected to the thread. I can only seem to get one to connect and the other is higher, and I'm assuming it's following the angle of the stringer.

Change the baluster offset to 0.

Providing you have baluster's per tread set to 2 and there base set to host and the baluster is completely on the tread in section (not half overlapping which is why i suggested the above) then it should work no problems.
I just tested it and worked a treat.
