I have created a two dimensional evergreen tree in plan that is made up of 16 equal arcs. I would like for this family to be scalable but I am not sure how to do it. Any thoughts?

You have to build the family so that it is parametric.  You will have to add parameters in your family that contol the elements. 

 

Another option - have multiple families.  Take you original family - resize the elements in the family and save it with a new name.

I think that it would be possible to make this parametric, but fairly complicated to achieve.  I would suggest creating a few of the sizes that you need and use these.

Well you can go to "Edit Family", add a dimension and add a label/add parameter depends on you conditions.
