General Question: Are families imbedded into each file? For example, if someone copy clips an component family from one project central to another project central, and then edits the family and doesn't save, but loads it into project central 2. Where are those changes referenced to? Will it effect the original component family in project central 1? Is it always necessary to save AND load the family?

Revit will never automaticaly check to see if the Families have been updated. If you open a family from the project, make changes, and load it back into the project without saving you will only update that one family in that one project. Even if you save the changes all other projects that use the "old" version will not be modified. The family exists entirely in the Revit project. Hope that helps..
