Trying to have topo elevation heights to be true above sea level height (+4995' and keep level heights of building at +/- 0'-0" at main level, any ideas or tutorials anyone knows of?

We have been dealing with this issue - and frankly unrelated datums (architectural / civil) do not play well in Revit. Which makes sense as it is a true sort of universe in there. We are just moving the topo to the appropriate level and going from there. This works for us because we do not prepare the civil dwgs. I am still working on this in spare time though, as I am not totally happy with the way the elevations look.
