I am currently working on a project that is located near a observatory and we are only allowed to supply an extreamly low level of lighting to stay with in the code. Is there a way in Revit MEP to generate a Luminaire Schedule that displays the amount of light being cast in a certain areas. Thanks

A luminaire schedule won't give you this information; it's just a list of luminaires (and related data) in the project. You'll need to do a lighting calculation in a program like AGI32 or 3DStudio. You'll have to export your Revit file to a format that these programs can read (dwg for AGI32, and, I think, fbx for 3DStudio).
