It all depend of the the shape and the model you want for your "Sidewalks", you can use sub-regions, depend, do you have some screenshots of what do you want?

Okay, help me understand this: I have a site plan. I've created a topo map and placed the elevation of the points at -1'-0". The top of the sidewalk should be at -6". Now, I've used a subregion for the street, but that appears to be just a planar surface on top of the topo. Sidewalks should be completely 3D, more like a slab with an odd looking footer at one end. I've run into a semi-related issue: There are apartments that set at 0'-0" top of slab. I need to create a driveway slab that falls from the edge of the garage slab to the curb edge. It seems impossible to make a floor or a subregion tilt, so how do I accomplish this? 3D massing object? Thanks for all the help in advance. Revit is an incredible tool, but I'm so new to it that some areas are both baffling and irritating. Tim PS - I should also add that this is not for a construction set. They already have a set of construction documents. This is only for visualization.

You can create a floor slab and give it the finish that you require. Select the floor slab and a set of tools appear where you can set the heights at different points. You can add additional points so that the floor does not have a flat surface.

Well TIMGLASS, like you said "They already have a set of construction documents. This is only for visualization.", so you don't have any problem to edit the toposurface and change/edit the points and modeling the surface like do you want, i don't see what really you want to do but you can split several times the surface by zones and create new points and change the others and give differents materials to those "Split Surfaces" and/or create sub-regiond to accomplish the site, "It seems impossible to make a floor or a subregion tilt, so how do I accomplish this? 3D massing object?", Why not? you also can create a "Floor/Slab" and create new points in that and change the elevation points of your slabs to do what you need, you just said: "This is only for visualization."....
