I would like to see something like a field in Acad than can be inserted in notes, so when I have something like "See 4/S3.05 for add'l info" the reference could update itself if the referenced detail is moved/deleted.

We would like to see this too but for now, you can do as I did in the attached.  If this is not a drafting view, simple add a callout with a very small callout area.  You have to move the bubble back agaist this. area so that it looks like what I show.

 

Now you have a parametric note.
