There is a project in my office in which, somehow, 3 of the 4 levels are missing their tags in section and elevation. I've searched through all hidden objects using sections in both directions, knowing that the extents of the level tags in conjunction with the crop region of a section / elevation plays a roll in whether or not a level tag is visible. No dice. The level tags are simply gone. I suspect that someone inadvertantly deleted them. I didn't think deleting a level tag was possible without deleting the corresponding level, so I tried deleting the last remaining level tag and, surprisingly, I was able to delete it without deleting the level. So I suspect this is what happened to the other three level tags. So, how do I create a level tag for an already existing level? Or, have I missed something?

Click on the level line and a blue check box will appear at the end of the line. Simply check the box and your level line markers will re-appear....

There is no level line. Nothing at all. The level lines have been deleted entirely, yet somehow the levels themselves remain. Not only am I wondering how this is possible, but how to get a new level line to associate with an existing level.

Go to an elevation, turn off crop and do a ZA. Your level line may be very small or just dragged out of view.

Gave it a shot (again).... no dice. Just to repeat, I tried deleting - completely deleting - the last remaining level line and it worked, so that is what I imagine happened to the other ones.

You can do this if you have no views associated with the level. But otherwise, you will get a warning that the view will be deleted.

Hmm, well, I didn't get any warning, so either it did not really delete when I hit the delete button, or I've run into some sort of bug.

Do you try to select ALL with Crossing and then go to "FILTER" and check if there are level lines?

If you created a level but never created a view from that level, you won't get a warning.
