I am trying to create a generic annotation family that contains several text boxes.  I want these text boxes to have leaders.  For some reason the normal option for turning on leaders is not available. I am currently using Revit MEP 2008. Can anyone explain why this happens?

The leader on/off parameter is not a parameter that is accessible when they are nested into a family.  It is a system parameter so it can not be changed into an instance parameter.  Another reason is that the leader tool is a tool that requires mouse clicks after the leader is turned on.  You can not set the leader for text boxes that are nested.  So you're not going to be able to turn leaders on and off for text boxes that are nested.

 Now, you can create the text inside of a tag and then turn leaders on for that.  That would give you what you are looking for in regard to being able to add a leader to the text.
