I have a "first floor - new construction"  floor plan view that I can pull onto a drawing sheet but,  it does not show up in the available underlay views. 

It's time to draw the foundation and I want to "trace" the first floor.

Seems like I should know this one.

You can only bring in Levels as underlays, not individual views.  This is because you have views that can be totally unrelated to the model (ie: drafting views).  To prevent coordination issues, they make it so that you have to bring in everything that is visible on the level.  The visibility should be the same for the level you bring in as the view you are working in (so if you have walls turned off in your view, the walls will be off in the underlay as well).
