how would i go about changing a framing elevation tag to look like a section tag (ie. with a tail)

Unfortunately, because of the integral nature of elevation tags, you can not edit the look of the elevation tags that much. You will need to do the infamous elevation symbol workaround where you create the elevation, hide the elevation (not delete) and then create an elevation symbol in the family editor that looks like the tag you wan tto use. This tag will not be intelligent at all so you will have to coordinate drawing and sheet number yourself.
