I need some help mapping an image on to an object.  ie:  a photo of a site plan, and need to be able to see it in my viewport.  I have absolutely no idea what to do.  Please help.

Hi, you can use that image, in your viewport go to the left menu, "Modelling>DECAL" browse the image and put them in a object you wand then adjust the decal...

Decals only display when you render.

You can place an image of your site plan on a sheet then drag your plan view over the top and providing you haven't modelled the topo then it should show through.  You may need to turn off floors or topo if you have.
