In R Arch 2009, I modified a wall family to work as my toilet partition.

 

It's currently room bounding, and when I look in the Element Properties, that box is checked as expected.

I want to turn room bounding off, but the parameter is greyed out so I can't UNcheck it. 

 

When I click on Edit/New, I don't see anything there either.

if you have worksets enabled, make the element editable (right click-> and you will see the command).  Then go into element properties.  Sometimes, a checkbox will appear greyed out, but you can check on it twice (the first one causes it to ungrey, then the second one unchecks the box).

Aha!  It was easier than that.User error: I was trying to apply it to the family in general (nothing selected in the model), rather than selecting a specific partition and viewing its Element Properties.I'm noob enough that some of these basics trip me up. Then again, even if I had the experience I might be in the same boat.D'oh!

no problem, glad you figured it out, and I struggled on the visiblity graphics overrides and all of that fun stuff for a long time (why is everything so curse nested in this application?).
