As railings create new balusters every whatever increment, is there a way to do the same by creating a generic model? I want to, in essence, create a path and then have the element be placed however many increments apart.

You can use a linear or polar array to do this. Basically, that's what railings do for each sketch line segment.

But i want it to be one component, similar to how there are bookshelves that add shelves as they expand, shouldn't you be able to create a genric 3-d line based family that does the same as a repeating detail, but be able to control the spacing between the components?

Sure - you can do that .... you do it by creating an ARRAY in a family. You will find a good example of that in louver families.
