Images, like what? DECAL? to attach an object?

Well, I've tried jpg's. I'm just trying to get an aerial view (of a city) to lay down beneath my masses. So, if there's any file type that will work, I need to know that; though, everytime I go to import an image while I have a 3-d view active, "Image" is greyed out or inactive. Thanks. ben
