Viewing option for semi-transparent viewing, like Sketchup's option that combines wireframe with some color so that you can see through surfaces but also see the surface itself.

There is none. Only if your material is transparent.

RAC2008 and 2009 there is. Check in Visibility/Graphic Overrides.
