I'm working on a project that has below grade parking levels. The depth from the surface to the top of the parking levels is about 15ft, and I'm trying to model this condition where the parking levels are surrounded by the earth, sort of a tunnel. I think I hit a wall after I found out that building pad doesn't work. Is there any way of modeling this?

I have a similar situation and I am simply representing the earth with a generic mass. This way you can manipulate it as a simple 3d object rather than the limited grading tools for topo surfaces. Don't know if this is the best way to do it but it has worked for me so far.
