It doesn't even need to be an RTE in can be an RVT file.  We have been operating in Revit for a year now.  I am in the process of updating the Standard Files for our company and adding in some of the details that haven't been added in yet.  We're just importing CAD files into drafting views and then fixing the lineweights to our Revit Standards.

Again this thread is almost 4 years old but to give you some information, your standard details HAVE TO be in a Revit Project and not a Template because you cannot import views from a template file.  Once you have a Revit Standards Project started you shouldn't bring CAD right into that project as you will be bringing in all of the CAD lineweights, text styles etc.  Instead put them into a "dummy" project and change all the text and linestyles there then import them into your Revit Standards Project.  This will keep your standards file clean and free of wrong text styles, lineweights etc.
