Your tag should not show the blue question mark if the label points to a shared parameter, and your project file is pointing to the right shared parameter.txt file. If you can send me  .rvt file, I can try to troubleshoot it for you.

Now I think I've figured this out. I found this tip http://usa.autodesk.com/adsk/servlet/ps/item?siteID=123112&id=7952114&linkID=9243099 and from what I've discovered after a few test runs is the the following. A room tag has to include linework in order to not display question marks when labels are empty. In a room tag with only system parameters included in the labels the linework visibility can be controlled by the Element Properties/Visible check box. If linework visibility is turned off in the room tag family type and loaded into a project, empty labels are displayed as blank. But this does not apply to room tags that includes labels with shared parameters. These room tags also have to include linework but the linework visibility can not be turned off. Because as soon as it is, empty labels are displayed with question marks. My workaround so far is to draw the shortest line possible (0.780370000002 mm) in my room tag, and in the project override the line visibility for room tags in views with white background and make this line white. The drawback of this workaround is of course in other views when I have multiple rooms with different coloured backgrounds this line will show in all rooms with different colours than the line. I hope this helps.

Hi Dougie,

I met the same problem as you, the shared parameter appears as blue question mark in project. I read your post, didn't fully understand the linework thing, how to create linework inside the label?What a got only the linework and question label... Unfortunately, the tip link you posted didn't work either, so would you mind post a room tag you did and explain more about the linework thing.

Dougie is right on. Edit family your room tag. In the room tag family, click the line button. Draw a line in your room tag (or whatever other tags that you are getting the ? mark). Now if you reload back into your project you will noticed that the question goes away. It it because you have a line or some lines in your tag family that will prevent the blank parameters from showing a question mark.

Here is a work around in case were your tag does not have lines (other than parameters). Edit your tag. Create a small fill reigion. Make the lines around the fill region to be invisible line style. Edit the fill region, background = Transparent, color=white, and cut fill pattern=solid fill. 

 If, in the project, you decide to use color scheme for the view, the white fill region will show up. Otherwise, all other views you will not see the fill region. The best thing to do is decide that you have some type of line or annotate other than the parameters, and you should have to worry about any work arounds.

Hi Dougie,

Thanks for the reply. But the problem is the tag is a label, when I click edit the label, I can not draw a line inside the label. When I draw a line in the family, there is no realtionship berween the line and the label, they are just two seperate objects.Can you post one family you did?
