Update:
I have recently started using R2014. The problem persisted.....
Now, out of the blue (while looking for something else) I uninstalled the "ASK" toolbar that accidentally was installed in Explorer.
I don't know if this is the actual solution, but the family description bar no longer appears. It doesn't show up in 2013 nor 2014. It did not an hour before! So, if you are having this problem, try checking this little thing....

So.... the family bar does still appear, but now only when I first open a drawing. Hmmmmm.
Now that we've upgraded our servers & internet, I'll try resubmitting to AutoDesk for answers.

No solution yet... and I've recently upgraded to 2014. Our internet & server have been upgraded, so when I have the time I will get the needed files sent to Autodesk so that they can try to figure out what the problem is.
Yep. It sure is annoying!

I just started having this same exact situation happen to me. I've had 2013 and 2014 on my computer for quite a while now, but just this week this started showing up!! This is VERY frustrating.
Anyone have a solution yet?

I don't know what happened, nor did I notice when it happened... but my problem corrected itself.
Perhaps it had nothing to do with Revit, but another program on my computer that needed an update. No clue.
But, I'm glad the annoying thing is gone.
I've gone through at least three Java updates.... and some others...
Now I just have problems with MS Explorer crashing... !
