Read the entire post and follow my previous advice. If you can't create a new level then they are already there either out of site or visually off. VG settings, workset settings.

its a real bug issue for me too. but try to mess with the view planes of the elevations. You might find that the level is Waaaaaaayyy off to the side, 100's of feet from the rest of the project. I dont know why it does this, but it happens every once and a while to me too. I have found that its always the elevation scope stuff and the level got super far apart. Usually all the other level bullets have been moved at one point or another into the view range, and so I think sometimes its the new level that shows up in a crazy location, while the rest of the project was drawn somewhat off to the side. Does that make sense? happens when I reuse a revit file and start a new project. sometimes the new levels end up far from the project center point thingy...
so try to expand an elevation absurdly big, and see if it shows. might be super small in the view (zoomed out) ok. hope that works.

Folks - Revit doesn't do this, users do.....
Always pay attention to your selection filter when you move/delete/copy model elements.
Also understand the difference between 2D & 3D settings when you adjust levels and grids.

I just spent an hour looking for a level in my model finally asked someone who initially drew the model...it was put on a workset that is set to be off in every view...check for that.

I had a problem where only two out of four levels would show up on a building section. If I reversed the building section they would all show, then change it back and they were gone. I changed the view clipping to "No Clip" and all showed up again.
Doesn't make sense, but it worked.
