Using revit 2011 I get dimensions properly formatted in my basement plan but when I go the first floor plan the size of the ticks marks is about 1/20th the size of the basement and the text is also too small to read?

Ah -- they're NOT too small to read. They're exactly the same size.
... if you were to print your views on paper. You'll find that your first floor plan is at at obscenely detailed scale, such as 3"=1".
Annotations and symbols in revit automatically scale with the view so that all annotations are the same size in the sheet, throughout your set.

The problem was that the view scale was set wrong.
